Applying for operating authority is only the first step. FMCSA activates the authority after the application clears review and the required filings are on record.

Step 1: Apply

Register through FMCSA's online system for a USDOT number and the operating authority type you need. You receive a docket number when the application is submitted.

Step 2: Line up coverage early

There is a protest period after the application is published. Use that time to get quotes. Underwriters want the docket number, a list of drivers and vehicles, what you will haul and where.

Step 3: Bind and let the insurer file

Once you accept a quote and pay the down payment, the insurer files the liability certificate electronically. Make sure the limit matches the federal minimum for your freight, and any higher limit your brokers require.

Step 4: Designate process agents

A BOC-3 filing names process agents in each state. It is usually filed by a process agent company on your behalf.

Step 5: Check your record

Look up your carrier on FMCSA's licensing and insurance site. When the filing and BOC-3 appear and the review is complete, the authority shows active. Do not haul for-hire interstate loads before that.
