Filing versus policy
The policy is your contract with the insurer. The filing is a separate electronic certificate the insurer sends to FMCSA confirming that the policy meets federal financial responsibility rules. A carrier can have a policy without a filing, but that does not satisfy FMCSA.
Because the insurer submits the filing, choose an insurer that is able to file for your type of operation. Not every insurer that writes commercial auto files for interstate for-hire carriers.
